Eye care professionals specialize in understanding how the human eye really works, as well as diseases and conditions that affect your vision—many of which do not always have obvious symptoms. Eye doctors know how age and risk factors affect vision over time for young and old, and they understand the benefits and features of corrective lenses, both as eyeglass lenses and contact lenses.

Our optometrists take the time to explain the results of your eye exam, describe your options and listen to your eye care needs. Because maintaining good eye health is an ongoing partnership, we encourage you to ask questions and share your health information, which could be vital to monitoring, diagnosing and treating potential vision problems.

David A Pifer, O.D.

Dr. David Pifer is a board certified Optometrist. He received his optometric training at Nova Southeastern College of Optometry in Ft. Lauderdale, Florida graduating with honors in 1998.

While there, he was the recipient of the 1997 American Optometric Foundation Corning Scholarship Award, the 1998 Southern Council of Optometrists Award for Clinical Excellence and his 1998 journal article "Bacterial Corneal Ulcer; Successfully Treated with Anitbiotics and Corticosteroids" was published in the Review of Optometry.

Upon graduation in 1998, Dr. Pifer and his family moved to Chattanooga. He has since worked with the ophthalmology practices at North Park Eye Center, DiStefano Regional Eye Center and TLC Laser Eye Center. He has owned and operated Uptown Vision and Eye Wellness Center since 2001. He is a frequent lecturer in the community on numerous topics including LASIK, Dry Eye, Diabetic Retinopathy, Macular-Degeneration and Glaucoma. He is licensed to practice in Tennessee and Georgia.

Dr. Pifer resides in Chattanooga with his wife, and four children. He enjoys spending time playing with his children, aiding their education, and supporting their artistic endeavors. He enjoys quiet moments with his wife, vacationing with the family, and boating on the Tennessee River. His personal interests include playing basketball, hiking and working out.

Amy H. Howell, O.D.

Dr. Amy H. Howell is originally from Vidalia, Georgia.She attended the University of Georgia, graduating magna cum laude with a degree in Cellular Biology in 2004. Following graduation, she was awarded one of three contract seats available with University of Alabama-Birmingham School of Optometry (UABSO).

Dr. Howell continued to excel academically and clinically while in optometry school. UABSO’s faculty awarded her the Southern Council of Optometrists Clinical Excellence Award, the VisionCare Institute Award for Clinical Excellence in Contact Lens, and the Ciba/Kaplan Scholarship which was given for outstanding clinical skills and patient care.  

In June 2009, Dr. Howell moved with her husband to Chattanooga, and accepted a position of consultative optometrist at the ophthalmology practice of Dr. Ray DeBarge.  The position provided her an opportunity to treat, diagnose, and manage numerous eye problems and pathologic diseases including diabetes, glaucoma, macular degeneration and cataracts.   She also gained valuable experience in contact lens fitting, especially difficult fittings of astigmatic lenses, multifocals, rigid gas permeable lenses and keratoconic lenses. 

In February of 2010, Dr. Howell joined the practice at Uptown Vision Center.She continues to provide full-scope eye care, including: contact lens evaluations, refractive surgery/LASIK evaluations, primary medical eye care and comprehensive family eye care.

Sarah E. Shim, O.D.

Sarah E. Shim, O.D.

Dr. Sarah E. Shim is a board certified optometrist with extensive training in the diagnosis and management of ocular disease and disorders of the visual system.

Dr. Shim graduated cum laude with a B.A. in Linguistics from University of Georgia along with a minor in music. She earned her Doctor of Optometry degree from the University of Alabama at Birmingham. One of the highlights of her optometry school experience was serving the underprivileged through Student Volunteer Optometric Services to Humanity and Remote Area Medical. In 2008, Dr. Shim was the sole recipient of the Georgia Optometric Association’s Allan V. Wexler Scholarship.

 Dr. Shim completed her residency training and certification specializing in Ocular Disease and Geriatrics at the West Los Angeles VA Medical Center.

In May of 2012, Dr. Shim relocated to Chattanooga to join Uptown Vision. Dr. Shim provides comprehensive eye care, and has a special interest in corneal disease. She enjoys traveling, music, people, and culture. "
